Another variation on spelling of a surname.  This has been seen as Flowers, Fleur, and other variations.  So as with the others, don't rule out a match because of the spelling.

The Flowers family line on Our Cousins is primarily centered in North Carolina in general and in the area of Alexander and Catawba Counties in particular.
